Quebec Immigration Programs

Quebec operates several different immigration programs enabling eligible candidates to secure Canadian permanent residence. The federal government has granted the province of Quebec significantly more autonomy in immigration policies and procedures, which is why Quebec’s immigration programs are often treated separately from other provinces.

Quebec is the only province in Canada whose only official language is French. For this reason, some of Quebec’s immigration programs require proficiency or offer preference to individuals proficient in French. However, there are also pathways available for non-French speakers who wish to immigrate to the province.

Certificat de sélection du Québec (CSQ)

Quebec immigration applications are approved through two separate processes: selection and admission. Selection occurs at the provincial level, while admission occurs at the federal level. To immigrate to Quebec, an applicant must meet the requirements for both selection and admission. In the selection step of the process, a foreign national must obtain approval from the province of Quebec itself.

Selection is demonstrated through a certificat de sélection du Québec (Quebec Selection Certificate – CSQ), which is a document issued by the provincial immigration authorities following a successful application through one of Quebec’s immigration programs.

Quebec Skilled Worker Program (QSW)

The Quebec Skilled Worker Program (QSW) is one of Quebec’s immigration pathways to permanent residence. As a skilled worker program, all applicants are required to demonstrate a minimum amount of skilled work experience. QSW is a points-based immigration program, meaning applicants must meet a minimum score on a points assessment grid in order to be eligible.

This program does not require that an applicant be proficient in French to apply, but French proficiency may lead to an increased score on the points assessment grid.

Eligible candidates must submit an Expression of Interest (EOI) to the online Arrima portal to be considered for this program.

Quebec Experience Program (PEQ)

The Quebec Experience Program (PEQ) is one of Quebec’s immigration pathways to permanent residence. The program requires that candidates have experience in the province of Quebec, either as a temporary foreign worker or an international student. PEQ applicants must demonstrate advanced intermediate knowledge of oral French. There are additional eligibility requirements for this program, including that the applicant be legally residing in Quebec at the time the application is submitted and processed.

Quebec Investor Program

In order to apply to the Quebec Investor Program, applicants must have net assets totalling at least $2 million CAD and the ability to invest at least $1.2 million CAD with a Quebec financial intermediary. Applicants who fit these criteria may be eligible to obtain permanent residence in Canada through the Quebec Investor Program.

Quebec Entrepreneur Program

The Quebec Entrepreneur Program requires applicants to have the financial capacity along with the experience and intention to manage a business project in Quebec or to acquire a business in Quebec.

Quebec Self-Employed

The Quebec Self-Employed Worker Program allows certain self-employed people to immigrate to Quebec and create their own jobs. To qualify for this program, an applicant needs to have net assets of at least $100,000 CAD and two years of experience as a self-employed worker in the field they plan to practice in Quebec.

Certificat d’acceptation du Québec (CAQ)

A number of Quebec’s temporary resident programs require a certificat d’acceptation du Québec (Quebec Acceptance Certificate – CAQ), to authorize a temporary stay in Quebec. This includes the majority of study programs for international students. NOTE: A CAQ authorizes temporary stay in the Province of Quebec. Not to be confused with a Quebec Selection Certificate (CSQ), which authorizes permanent stay in the province.

Validated Job Offer

If a Quebec employer wishes to hire a foreign national, they may be eligible to extend the foreign national a job offer that has been officially validated by MIDI. A validated job offer is a strong advantage in the Quebec Skilled Worker (QSW) program as it gives its holder either 8 points (if the job is located in the Montreal region) or 10 points (if the position is located outside the Montreal region).

As well, holders of validated job offers are exempt from the quota requirement for QSW applications, meaning they can apply for a CSQ at any time. To validate the job offer, the position and the foreign national must meet several requirements:

Job Position Requirements:

  • Must be for a permanent, full-time position at National Occupational Classification (NOC) Skill Level 0, A, B, or C.
  • Must have a positive or neutral impact on the local labour market.
  • Must be offered, in writing, by a Quebec employer who has been in operation for a minimum of 12 months.
  • Appropriate recruitment efforts must have been made to hire a Canadian citizen or permanent resident for the position, if applicable (see below)

Foreign National Requirements:

  • Must submit copies of identification documents, educational documents, curriculum vitae (CV), and a written copy of the employment offer.
  • Must have a license or certificate to practice in the profession if the profession is regulated in Quebec.
  • If the foreign national is already working for the employer, they must submit a copy of their work permit along with three recent paystubs.

If a foreign national is already working for a Quebec employer on a temporary work permit, the employer does not need to show proof that they attempted to recruit a Canadian or permanent resident for the position. In all other cases, the employer must show proof of recruitment efforts. This means that employers must make significant efforts to hire a Canadian to fill the position prior to offering it to a foreign national. If all requirements for the validated job offer are met, the employer may submit an application for validation to MIDI.

Regular Skilled Worker Program (RSWP)

The Quebec Regular Skilled Worker Program (RSWP) is an immigration program operated by the province of Quebec for candidates who have skilled work experience and will be able to make lasting contributions to Quebec’s economy as members of the workforce.

Quebec Regular Skilled Worker Program - How to Apply

All RSWP candidates must demonstrate that they meet the minimum required score on the RSWP points assessment grid. If you have sufficient RSWP points, you can submit an Expression of Interest (EOI) using the Arrima online portal to be considered for the program. The Quebec government will then invite some candidates to submit a complete application for a certificat de sélection du Québec (CSQ – Québec selection certificate).

Upon receiving a CSQ, an applicant becomes eligible to submit an official application for Canadian permanent residence.

Arrima Online Portal

The Quebec Ministère de l’Immigration, Francisation et Integration (MIFI) launched the Arrima online portal to manage applications to the Quebec Regular Skilled Worker (RSWP) program. Candidates who want to apply to RSWP must submit an Expression of Interest (EOI) form online, which contains information regarding the candidate’s language proficiency, work experience, field of training, and education.

MIFI will select candidates from this pool to submit an application for a CSQ, however, they have not yet confirmed how they will determine which candidates to invite. Upon receiving an invitation to apply to the program, candidates will have a limited amount of time to submit their complete application.

Applications for a CSQ submitted through the Arrima portal are expected to be processed within 6 months.

Quebec Regular Skilled Worker processing time

There are two processing times to consider for your Quebec Regular Skilled Worker Program: the processing time for the CSQ and the Canadian permanent residence application. Both of these processing times are subject to change. The most up-to-date processing times can be found on the government website.

Is French required for the Quebec Regular Skilled Worker Program?

Although the official language of Quebec is French, QSW does not require applicants to show proficiency in French, making the program attractive to English speakers who wish to reside in Quebec.

French language proficiency does, however, factor into your eligibility points and ranking in the Arrima pool. For this reason, it is helpful to have some proficiency in French to increase your chances with the program.

Quebec Regular Skilled Worker points systems

Quebec’s Regular Skilled Worker Program uses two points systems: one to determine who is eligible to submit an Arrima profile, and one to determine who is invited to apply for permanent selection. If a candidate meets the minimum points requirement to submit an Arrima profile, they will receive another score. Quebec uses this score to rank candidates against each other and can be used to determine who receives an invitation to apply for a CSQ.

In order to submit a profile to the Arrima portal under the Quebec Regular Skilled Worker Program, applicants must meet the minimum required scores on the eligibility points grid below.

Please note that points for education are awarded based on the applicant’s area of study.

Applicants applying without a spouse or common-law partner must reach a minimum of 43 points on the employability factors and 50 points total.

Arrima Expression of Interest Points Grid

Once you have submitted an Expression of Interest (EOI) to the Arrima portal, you are given a score that helps to determine your ranking against other candidates.

Quebec then holds regular Arrima draws, in which they invite candidates to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate). In these draws, Quebec will sometimes target a minimum EOI score to determine who receives an invitation.

Quebec Experience Program (PEQ)

The Quebec Experience Program (programme de l’expérience québécoise – PEQ) is one of several immigration programs operated by the province of Quebec. PEQ is ideal for candidates with French-language proficiency who have legally acquired work experience in Quebec. PEQ is one of Quebec’s priority immigration programs, meaning that applications are processed at a much faster rate than other programs, such as Quebec Skilled Worker (QSW).

Quebec Experience Program Requirements

As with all of Quebec’s immigration pathways, this program allows applicants to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate). Upon receiving a CSQ, an applicant becomes eligible to submit an official application for Canadian permanent residence.

All PEQ applicants must meet the following general requirements for the program:

  • Have the intention of settling in Québec to hold a job;
  • Have lived temporarily in Québec with the primary goal of working or studying and have respected the conditions of their stay;
  • Demonstrate advanced intermediate knowledge of oral French; accompanying spouses must also demonstrate knowledge of the French language
  • Undertake to provide for their needs and, where applicable, those of their spouse or de facto spouse and dependent children included in their application for a certificat de sélection du Québec, for a minimum period of 3 months;
  • Be at least 18 years old and hold a valid passport.

The following are acceptable methods of demonstrating advanced intermediate knowledge of French-language proficiency:

  • Accepted French-language tests:
    • Test d’évaluation du français adapté pour le Québec (TEFAQ)
    • Test de connaissance du français pour le Québec (TCF-Québec)
    • Test d’évaluation du français (TEF)
    • Test d’évaluation du français pour le Canada (TEF Canada)
    • Test de connaissance du français (TCF)
    • Diplôme d’études en langue française (DELF)
    • Diplôme approfondi de langue française (DALF)
  • A final transcript attesting to the successful completion of at least three years of secondary or post-secondary full-time study pursued entirely in French
  • A final transcript attesting to the successful completion of an advanced intermediate level French course; most candidates choosing this option will be selected for an in-person interview to confirm French proficiency
  • A regular license to practice from a professional order in Quebec

In addition to these general requirements, candidates must meet additional requirements depending on whether they are applying as an international student or a temporary foreign worker.

Quebec Experience Program for International Students

Candidates applying to PEQ as international students must meet the following additional requirements:

  • Have lived temporarily in Québec with the primary goal of studying and have respected the conditions of their stay;
  • Have lived in Québec for at least half of the duration of their study program;
  • Hold an eligible Québec diploma
  • If they are submitting their application from within Québec, be legally residing in Québec at the time of submission of their application.
  • For applicants that have received a diploma of technical college studies, bachelor’s, master’s or doctoral degree: 12 months of full-time work experience, in the last 36 months, in an occupation that falls under NOC skill level O, A, or B and you must be currently employed at the time of submission of the application.
  • For applicants that have received a diploma of vocational studies (DEP) of 1,800 hours or more: 18 months of work experience, in the last 36 months, in NOC skill level O, A, B, or C and you must be currently employed at the time of submission of the application. Please note that if you are employed in an occupation that falls under NOC skill level C, it must be related to your field of study.

Not all Quebec educational programs are eligible for PEQ. Candidates submitting applications as international students should verify that their program of study meets the PEQ requirements. The following types of programs are eligible for PEQ applications:

  • Bachelor’s Degree
  • Master’s Degree
  • Doctorate
  • Diplôme d’études collégiales techniques (DEC – diploma of college studies, technical training);
  • Diplôme d’études professionnelles (DEP – diploma of vocational studies) attesting to 1800 hours of study or more;
  • Diplôme d’études professionnelles (DEP – diploma of vocational studies) followed by an attestation de spécialisation professionnelle (ASP – attestation of vocational specialization) attesting to a minimum of 1800 hours of continuing education and leading to a particular trade.

If an international student meets all of the above criteria, they may apply for a CSQ through PEQ at any time. There is no quota for this program and applications are accepted at all times. All PEQ applications are paper-based, meaning they are submitted in hard copy to MIFI for processing.

Quebec Experience Program for Foreign Workers

Candidates applying to PEQ as temporary foreign workers must meet the following additional requirements:

  • Be legally in Québec as a skilled temporary foreign worker or under a youth exchange program (for example, through a Working Holiday, Young Professionals, or International Co-op Internship permit);
  • Have occupied a full-time job at the management, professional, or technical level for at least 24 of the 36 months preceding the submission of their application, part-time work is not accepted for this program;
  • Occupy a full-time job at the management, professional, or technical level (levels O, A, B under the National Occupational Classification) at the time of submission of their application.

If a foreign worker meets all of the above criteria, they may submit an application for a CSQ through PEQ at any time. There is no quota for this program and applications are accepted at all times. All PEQ applications are paper-based, meaning they are submitted in hard copy to MIFI for processing.

Transitional Measures for New Regulations

On July 22, 2020 Immigration Quebec introduced new PEQ regulations that changed the selection criteria. Under the previous selection criteria, students did not require work experience to be eligible to submit. Temporary workers require 36 months of work experience and that experience could fall under NOC skill level O, A, B, C, or D.

Transitional Measures

  • All foreign students who obtained a diploma eligible under the PEQ or will obtain one by December 31, 2020, can submit an application for permanent selection based on the selection conditions in place before July 22, 2020.
  • Temporary foreign workers who hold a valid work permit or another authorization to work under the Immigration and Refugee Protection Regulations (SOR/2002/227) and who were living in Québec on July 21, 2020 will be able to apply to permanent selection based on the conditions in effect before July 22, 2020.
  • The Ministère will continue to accept the attestation of successful completion of an advanced intermediate French course as a document that can be submitted regarding knowledge of French if the applicant has already passed this course, was attending the course, or had already registered for it on July 21, 2020.

Quebec Entrepreneur Program

The Quebec Entrepreneur Program is for immigrant entrepreneurs with the ability to establish a new business or acquire and operate an existing business in the province of Quebec.

  • Quebec Entrepreneur Program Requirements

Important Update
MIDI has announced that Quebec Entrepreneur was accepting 60 new applications between the dates of August 15th, 2018 and March 31st, 2019. Stream one accepted 25 applications and stream two accepted 35 applications. Applicants who have taken an approved language test showing French-language proficiency at an advanced intermediate level are exempt from this intake threshold and may submit an application at any time.

The Quebec Entrepreneur Program is an immigration pathway targeting immigrant entrepreneurs with the ability to establish a new business or acquire and operate an existing business. Successful applicants can immigrate to Quebec, where they will either carry out their business projects. As with all of Quebec’s immigration pathways, this program allows applicants to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate). Upon receiving a CSQ, an applicant becomes eligible to submit an official application for Canadian permanent residence.

Quebec Entrepreneur Program Requirements

The Quebec Entrepreneur Program operates two different streams, each with its distinct eligibility requirements:

Stream 1

In order to be eligible, applicants must settle in Quebec to create and operate a business that is supported by a service offer from a business accelerator, a business incubator, or a university entrepreneurship centre. The business project may be undertaken alone, or with others, up to three of whom can be foreign nationals applying to the same immigration program. There is no strict definition for the types of organizations that can support through a service offer. However, generally, the following definitions should guide applicants:

  • Business accelerator: An organization with an establishment in Quebec that offers support services, particularly assistance seeking financing, to entrepreneurs whose projects aim to grow innovative businesses.
  • Business incubator: An organization with an establishment in Quebec that offers support services to entrepreneurs who seek to create innovative businesses.
  • University entrepreneurship centre: An organization administered by a university institution at the university level that provides coaching services to entrepreneurs.

The service offer-providing organization must demonstrate its capacity to support the candidate and their business project. The service offer must present how this support will occur, addressing the following elements:

  • Proposed support plan: List and description of services offered to the candidate.
  • Operating plan: Detailed budget of the service offer and the schedule of activities.
  • Expertise as a business accelerator, business incubator, or university entrepreneurship centre: the skills and achievements related to the entrepreneur’s project.

The candidate must present their application in the form of a business plan to Quebec. The candidate must complete all required forms as listed on the website of the Ministère de l’Immigration, de la Diversité et de l’Inclusion du Québec (MIDI).

Stream 2

To be eligible for this stream, the candidate must settle in Quebec to create a new business, or acquire an existing business, and manage the business operations. Successful applicants will have to make two financial deposits as part of their application:

(1) a security deposit of CAD $200,000 serving as insurance that the business will be created; to be refunded when the business plan is carried out successfully;

(2) a start-up deposit that must be used to set up the business. The start-up deposit is CAD $300,000 for businesses created in Montreal and CAD $200,000 for businesses created outside of Montreal. All applicants must meet the following eligibility requirements:

  • Have net assets of at least $900,000 CAD that have been legally obtained with, where applicable, a spouse or common-law partner if they are accompanying the applicant.
  • The application must be presented in the form of a business plan.
  • If the applicant is creating a new business, they must own and control at least 25% of its equity capital. If the applicant is acquiring an existing business, they must own and control at least 51% of its equity capital.
  • The business cannot be involved in the following activities: payday loans, cheque cashing, pawnbroking, real estate development, real estate or insurance brokerage, production/distribution/sales of pornographic or sexually explicit products or services.
  • An acquired business must have been in operation during the five years before an application.

Applications will take into account other factors as well, including age, language proficiency, education, financial self-sufficiency, visits to Quebec, family in Quebec, and training background. Applicants must apply in the form of a business plan, ensuring that they include all forms and documents listed on the website of the Ministère de l’Immigration, de la Diversité et de l’Inclusion du Québec (MIDI).

Quebec Investor Program

The Quebec Investor Program is for experienced investors who have significant assets and personal net worth that they wish to invest in the province of Quebec. In order to apply to the Quebec Investor Program, applicants must have net assets totaling at least $2 million CAD and the ability to invest at least $1,200,000 CAD with a Quebec financial intermediary.

The Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI) has announced that the selection of applications under the Quebec Investor Program has been suspended from November 1, 2019 to July 1, 2020 in order to allow time for the program to be reviewed.
As with all of Quebec’s immigration pathways, this program allows applicants to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate). Upon receiving a CSQ, an applicant becomes eligible to submit an official application for Canadian permanent residence.


Special opportunity for French-speakers
Applicants who have taken an approved language test showing French-language proficiency at an advanced intermediate level are exempt from the intake threshold for this program and may submit an application at any time.

Quebec Investor Program Requirements

To qualify for the Quebec Investor Program, applicants must meet three basic requirements. An investor must:

  • Have net assets of at least $2 million CAD. This amount must have been obtained legally and cannot include amounts received by donation within 6 months of the date of application. This amount may also include assets of the applicant’s spouse or common-law partner.
  • Have experience in management in a legal farming, commercial, or industrial business, or in a legal professional business where the staff, excluding the investor, occupy at least the equivalent of two full-time jobs; or for an international agency or a government.
  • Intend to settle in Quebec and sign an agreement to invest $1,200,000 CAD with a financial intermediary (broker or trust company) authorized to participate in the Quebec Investor Program.
  • Meet the minimum points as outlined on the Quebec Investor Points Assessment Grid.

Investors who meet the above criteria and are interested in immigrating to Quebec can apply for a CSQ from the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI). This program only accepts paper-based applications, submitted in hard copy by mail or courier.

Applications will take into account other factors as well, including age, language proficiency, and training background. The Quebec Investor Program has a limit on the number of applications it will accept in a given period. As well, the program only accepts applications during pre-determined application intake periods.

Quebec Self-Employed Worker Program

The Quebec Self-Employed Worker Program allows certain self-employed people to immigrate to Quebec and create their own jobs. To qualify for this program, an applicant needs to have net assets of at least $100,000 CAD and two years of experience as a self-employed worker in the field they plan to practice in Quebec.

MIDI has announced that Quebec Self-Employed Worker has reached its target of 50 applications received between August 15th, 2018 and March 31st, 2019. This program will not accept any further applications during this period. Applicants who have taken an approved language test showing French-language proficiency at an advanced intermediate level are exempt from this intake threshold and may submit an application at any time.

The Quebec Self-Employed Worker Program is an immigration pathway that targets newcomers with experience creating their jobs. Successful applicants can immigrate to Quebec where they will create their job by practicing a profession or trade on their account. As with all of Quebec’s immigration pathways, when in operation, this program allowed applicants to apply for a certificat de sélection du Québec (CSQ – Québec selection certificate). Upon receiving a CSQ, an applicant becomes eligible to submit an official application for Canadian permanent residence.

Quebec for Self Employed Requirements

To be eligible for the Quebec Self-Employed Worker Program, applicants must meet the following criteria. An applicant must:

  • Come to Quebec to create their job by practicing a profession or trade on their account
  • Have net assets of at least $100,000 CAD that have been legally obtained with, when applicable, an accompanying spouse or common-law partner.
  • Have at least two years of experience as a self-employed worker in the profession or trade they plan to practice in Quebec.
  • Meet the minimum points required as indicated on the Quebec Self-Employed Worker Points Assessment Grid.

Certificat de Selection du Quebec (CSQ)

Quebec immigration applications are approved through two separate processes: selection and admission. Selection occurs at the provincial level, while admission occurs at the federal level. To immigrate to Quebec, an applicant must meet the requirements for both selection and admission.

The selection process:
Candidates are selected by Quebec by obtaining a certificat de sélection du Québec (CSQ – Québec selection certificate). There are a number of Quebec immigration programs that issue CSQs to successful applicants. The CSQ is a document stating that an applicant has officially been selected for immigration by the province of Quebec.

The admission process:
Once they have obtained a CSQ, applicants become eligible to submit an official application for permanent residence. This application is submitted to the federal immigration authority and, if approved, results in permanent resident status. Before commencing the immigration process for Quebec, an applicant should ensure that they meet the eligibility requirements for both the selection and admission processes.

After CSQ: Federal Stage

Obtaining a CSQ means that a person has officially been selected by the province of Quebec for immigration. However, this does not guarantee that a person will become a Canadian permanent resident. Rather, it means that they move on to the second part of the Quebec immigration process: the federal application for Canadian permanent residence.

At the federal stage, the applicant must prepare an application for permanent residence as outlined by Immigration, Refugees and Citizenship Canada (IRCC). This is a paper-based application, meaning that documents are submitted in hard copy via mail or courier to the IRCC processing centre. If the application is approved at the federal level, then the applicant and all accompanying family members will receive Canadian permanent residence. The federal stage application requires significant documentation which will vary based on the qualifications and personal history of individual applicants. Applicants should be prepared to provide documentation supporting their claimed education, work experience, and language proficiency.

All adults included on a permanent resident application will also be asked to complete police clearance checks for their countries of residence (past and present) and all family members included on an application will have to undergo a medical exam. Serious criminal and medical problems can be grounds for inadmissibility to Canada. The federal state also has significant costs associated with processing. Working with a CSQ

A CSQ does not authorize a person to work in Quebec. However, if a person has a CSQ, they may be eligible to apply for an extension of an existing work permit in Quebec. In order to do so, the candidate must already possess a valid work permit in Quebec, a CSQ, and must have an official job offer from a Quebec employer. If a person meets these criteria, they can apply to MIDI for an extension of their work permit.
